HUMBER MUSIC HUB BOARD TERMS OF REFERENCE
The Music Hub for East Riding, Hull, North Lincolnshire & North East Lincolnshire
The principle aim of the Humber Music Hub is to provide high quality music education and experiences
for children and young people across Hull, East Riding of Yorkshire, North and North East Lincolnshire.
Underpinning this is a formal partnership between Hull City Council, East Riding of Yorkshire Council and
North Lincolnshire Council.
Hull Music Service (Hull City Council) is the Hub Lead Organisation (HLO) and as such is the
accountable body for receipt of the Music Hub Grant from Arts Council England, ACE.
Humber Music Hub Board
Objectives
1. To have a strategic view in the provision of high-quality music education for the children and
young people of East Riding, Hull, North Lincolnshire & North East Lincolnshire.
2. To promote and support high quality music education in the region.
3. To hold Hull Music Service as Lead Partner to account with regards to all of the Music hub
Funding Agreement requirements, as set out by Arts Council England (ACE).
4. To receive reports and monitor progress on grant expenditure, delivery plans/SMART targets
and other associated data from strategic grant holders: East Riding Schools Music Service,
Hull Music Service and North Lincolnshire Music Service, and provide priorities for action.
5. To provide critical challenge for the Hub’s response to the Music Hub Investment
Programme, Music Hub Revenue Grant, the National Plan for Music Education, and other
strategies as required.
6. To maintain an education focus with clear values on standards, improvement and excellence
both in the music curriculum and extra-curricular music
7. To ensure all policies and plans are tested with regards value for money, musical integrity,
access and equality.
8. To endorse strategic plans and funding applications as required and communicate this
endorsement.
Humber Music Hub Board Start up and Transition Arrangements
A Transition Board, comprising of representation from all four local authorities will be invited to
initiate the independent governance process.

• Chair of Hull Music Hub – Headteacher Maybury Primary School
• Chair of North Lincolnshire Music Hub – Deputy Head/Head of Music St Bede’s Catholic
Voluntary Academy
• Strategic Lead for Culture, North East Lincolnshire Council
• Ex officio:
Head of East Riding Schools’ Music Service
Head of Hull Music Service (HLO)
Deputy Head of Hull Music Service, Lead of NE Lincolnshire
Head of Culture & Enrichment, North Lincolnshire Council
• An Arts Council representative is invited to every meeting as an observer
The Hub will be independently Chaired (ie not by the HLO).
Autumn 2024
At its first meetings, the Transition Board will:
• Agree on arrangement for appointment of the Chair
• Review, amend and approve the Terms of Reference
• Select and agree additional Board members to ensure regional representation, music
education expertise and other specialisms the Board identifies.
Board Membership
Membership of the Board is discretionary. The Chair is responsible for ensuring appropriate
representation.
Board membership is not definitive but open to those identified to have a responsibility or interest
in the strategic development of the musical opportunities for the young people of the Humber
Region.
Any member can resign by giving written notification to the Chair. Membership of the Board is
voluntary. Members cannot claim expenses and they are not paid to attend board meetings.
Everyone who attends at Board meetings must declare any actual or potential conflicts of interest;
these shall be recorded in the minutes. Anyone with a relevant material interest in a matter under
consideration must be excluded from the discussion; this shall also be recorded in the minutes.
Chair of the Board
The Chair shall initially rotate each meeting for the first year and will then be reviewed. The role of
the Chair is to provide leadership to the board. If the allocated Chair is absent at their meeting,
another member of the Board will Chair that meeting.
Ahead of year two the roles of Chair and Vice Chair will be discussed. Any agreed roles must be
independent of the HLO (Hull Music Service)
Clerking
The Board will use the clerking service from Hull City Council. This service includes circulating
meeting agendas, taking meeting minutes, maintaining an attendance register, liaising with Hub
Chair and Head of Hull Music Service as the HLO.
Humber Music Hub Board Meetings
The Board will hold at least four meetings a year.
Key strategic strands that will report into the Board as required:
• Inclusion
• Post-16
• Lead Schools
• Local Cultural Education Partnerships (LCEPs)
• Existing LA Music Advisory Groups are sub-groups of the Regional Hub Board
Role of the Humber Music Hub Board
• Hold the HLO and partner delivery to account against the 3 Music Hub aims:
1. To support schools and other education settings to deliver high quality music education.
2. To support young people to further develop their musical interests and talent, including
into employment.
3. To support all children and young people to engage with a range of musical opportunities
in and out of school
• Monitor the HLO and partner effectiveness in delivering the Five Strategic Hub Functions:
1. Partnerships 2. Schools 3. Progression 4. Inclusion 5. Sustainability
• The Board is to be outward facing and to proactively engage with all key regional stake
holders to champion a broad range of music opportunities for the children of East Riding,
Hull, North Lincolnshire and North East Lincolnshire.
• The Board shall provide strategic advice and guidance, in order to promote and support high
quality music education.
• Provide a steer, acting as a ‘critical friend’ and providing support in the form of advocacy and
channels of communication with the relevant partner’s stakeholders.
• To ensure that, as the HLO delivers, or oversees the delivery of its role as set out in the
partnership agreement between Hull City Council and Arts Council England (DfE)
• Receive quarterly management accounts for scrutiny and comments. Ensure the effective
use of available resources
• Champion, promote and celebrate the musical achievement of the children, young people
and communities across all four Local Authorities.
• To ensure membership of the Board reflects the region as a whole.
• To ensure regular attendance of all Board members. Regular attendance is a requirement to
continued membership of the Board
• To decide which functions of the Board will be delegated to committees, groups and
individuals
• To appoint the Chair of any sub-groups (if not delegated to the sub-group itself)
• Review these terms of reference on an annual basis.
Status of the Board
The Humber Music Hub Board is an advisory group and holds no statutory or legal status or function
over and above that which required by ACE. These requirements may change over time.
The Humber Music Board approves the financial reporting of the HLO, but does not have financial
responsibility and/or accountability for the Humber Music Hub.
All legal and financial accountability sits with the HLO as per ACE document Strategic Functions of
Hub Lead Organisations.
Conflict Resolution
In the event of the Board being unable to agree on an issue that prevents it from undertaking its
requirements as set out in Governance & Management Arrangements for Music Hubs – June 2023.
The Chair will in the first instance meet with the ACE Relationship Manager for the Humber Music
Hub. Further escalation will be agreed at this point, if required in line with ACE policies and
procedures
HUMBER MUSIC HUB REMISSION POLICY
The Music Hub for East Riding, Hull, North Lincolnshire & North East Lincolnshire
Regional Overview
The Humber Music Hub Board will oversee, monitor and challenge the financial models of each of the 3 main Delivery Partners with regards accessibility and how remission policies are set and reviewed at a Local Authority Level. These Remission Policies will be reviewed annually by the Humber Music Hub Board.
School Based Tuition:
Remission of Fees for traded school based instrumental tuition can be found in the school’s remissions policy. All Humber Music hub Delivery Partners work within the remission policies of schools
Humber Music Hub Delivery Partner pricing to schools is reviewed annually as part of ongoing Service Level Agreement arrangements.
Within each Local Authority area, the Humber Music Hub Delivery Partners work closely with schools and other funders to provide additional support where possible and appropriate.
Music Centre Ensembles and Activities
Each Delivery Partner is committed to enabling all children to access music making within their own provision. The level of any charges is kept as low as possible with many free of charge and other competitively priced with additional support available. Humber Music Hub Partner Organisations
Any partner organisation commissioned with Regional Music hub Funding will be required to provide clear information about how financial cost will not be a barrier to children or young people accessing their provision.
Humber Music hub Commissioning Principles
East Riding Schools Music Service, Hull Music Service and North Lincolnshire Music will be guided by the following principles enabling them to support the aims of the National Plan for Music Education, by providing high-quality music education opportunities to children, young people, and communities across the Humber Region.
The role of Lead Partner will comply with the Hull City Council CYP Joint Commissioning Strategy and its associated processes.

- Partner Selection
Partners will be selected based on their expertise, commitment to music education, and alignment with the Hub’s vision.
- Criteria for partner selection include:
- Experience in music education delivery.
- High quality delivery of musical activities or resources.
- National, Regional or Local reputation.
- Diversity (including representation of different musical genres and
cultural backgrounds).
- Ability to engage with schools, community groups, and other stakeholders and demonstrate positive outcomes.
- Quality Assessment
The Delivery Partners will actively seek feedback from participants, partners, and stakeholders.
- Metrics for assessment include:
- Participant feedback.
- Informal/ formal visits / observations of project or activities.
- Adherence to agreed standards.
- Updates and reports prepared on request.
- Data and metrics supplied as requested.
- Reporting
- Partners will submit, on request, updated reports on their activities.
- The Strategic Stakeholders Group will monitor performance against agreed targets.
- Funding Allocation
- Funding will be allocated to commissioned services based on agreed
